Lanner Parish Council Planning Committee Minutes of a meeting held on Thursday 8 August 2019 in Lanner Village Hall.

Resolved: Council SUPPORTS this application but makes the following observations based on requirements and recommendations from AHDB (Agriculture & Horticulture Development Board) and Red Tractor Assurance Standards:

The recommended maximum building depth for a mono pitch roof is 9m (this building is 10.6m) beyond which a dual pitch roof should be employed to assist updraught and prevent areas of stagnant air. This is for animal health and, in particular, to help prevent pneumonia in calves.

If the shelter is to be used for winter housing, a fresh water supply should be provided as reliance on collecting rainwater will likely prove insufficient.
The application says rainwater will be taken to soak away but applicant says to water butt. This requires clarification.

Without an apron to the front of the building there is a high risk of persistent poached ground in the doorways (with health risk to cattle’s feet) and/or soil compaction depending on weather and usage.

The size of the shelter (193 m2) provides significantly more space than the minimum of 4.9m2 per cow. Any supplementary use, say for storage, should not be associated with retail sales.

The roof of the building should be of grey Big 6 sheets to match existing buildings and not green as stated on the application form.
