1. The Proposal: is not for the conversion of an agricultural building under Class Q rights but is for a complete new-build. This is acknowledged by the fact that this is a planning Application: and not an Application: for confirmation of Class Q rights. It follows that the Application: is for a new build in the open countryside (that is, outside an existing settlement boundary). Without, for example, justification on the grounds of providing a home for an essential agricultural worker, it does not comply with policy in either the Cornwall Local Plan or the Lanner Neighbourhood Plan.

2. There is no supporting evidence that the building qualifies under the GDO as a Class Q building. In particular, no evidence of its date of construction, the history of its use, or identification of adjoining land/farmland within the Applicant: ?s ownership, or applicable holding number.

3. It is considered unacceptable to say that the method of foul sewage drainage is ?unknown?. The size and Location: of any septic tank should be included in the Application: and suitability of the ground conditions in that Location: confirmed.
