Minutes of the meeting held on 13 June 2019 were approved and duly signed by the Chairman.

Pre-application advice to create a traditional build 4-bedroom, 2 storey detached house and garage from block and stone on unused part of the field next to the road (Chapel Hill) and to open a section of the boundary wall to allow access from the road. Council noted this application. Since the development proposal lies outside of the settlement boundary as defined in the Lanner NDP, in the event of submission of a full application, Council would not support this application.
PL19/89: To consider the following Applications:
Proposal Partial demolition and abandonment of existing farmhouse for continued bat roost and construction of a replacement dwelling.

Resolved Council note that although the scale is considerably larger than the existing dwelling, the overall design of this proposal is attractive and offers good visual appearance.
Hesitation and concern is expressed regarding the construction of a new dwelling outside the settlement boundary defined within the NDP; although it is recognised that this is a ‘one for one’ replacement dwelling.
The significance and value of this type of bat colony is recognised and Council would support the safe retention of such a roost.
To ensure the long-term protection of the bat colony Council would request suitable conditions be imposed to any permissions granted to ensure protection of this valued species.

Resolved: Council consider that the information included within the application is insufficient to clearly demonstrate Class Q status. Further clarification is requested from the Agent/Applicant. Should this be submitted Council are willing to review the application.
Subject to confirmation of Class Q status Council would prefer the proposed dwelling to reflect the character of a former agricultural building in design and finish.
If Class Q is not applicable, then Council would not support the application which would then be for the construction of a new dwelling; in an area which is outside the settlement boundary as defined within the Lanner NDP.
