PL18/110: To accept minutes of the last planning meeting.
Minutes of the meeting held on 13 November 2018 were approved and duly signed by the Chairman.

PL18/111: Matters arising from minutes.
PA18/10345 55 Lanner Hill. It was noted that the applicants had advised that they were making investigations regarding potential access via Strawberry Fields. Council would consider revisions or new application if submitted.

Cllr Wood advised that he had followed a ‘live stream’ debate from Cornwall Council when the withholding of information regarding Enforcement matters from Cornwall Councillors and Councils under GDP was debated. Cllr Edwina Hannaford made strong address regarding the non-sharing of information. It was considered that if Cornwall Councillors were trusted to receive an array of confidential information then GDPR regulations should not preclude receipt of information relating to cases of Enforcement. Council considered that the lack of such information for local Councils made accountability less robust and protest on this matter continued. Sarah Newton, MP had also written to the government on this matter but no response had been received to date.
It was confirmed that, as requested by Cornwall Council, Council would follow the practice of offering any updates received within Confidential matters. Council were reminded that caution should be taken to ensure that this did not reduce transparency of business.

PL18/118: Any other planning matters at the discretion of the Chairman.

  • Chacewater Energey Group had submitted an application to the MVRG for funding. Since there were several anomilies and no formal accounting arrangements the application was withdrawn. It was anticipated this would be resubmitted in due course.
  • Water Runoff from Carn Marth – concerns were expressed regarding excessive water running onto Pennance Road and Lanner Hill. It was suggested that it was possible that this was as a result of water diversions carried out by the owners of the property ‘Rock Field’. Council were advised that several site inspections and visits by Officers from Cornwall Council had been carried out but that CC considered that this was not a planning matter.
  • Cllr Blewett requested that ideas of conducting a Bio-Blitz at Tresavean be discussed at a future Council meeting. This would support a focus on fauna, flora and habitats.
