Lanner Parish Council Planning Committee Minutes of a meeting held on Tuesday 11 April 2019 in Lanner Village Hall.

Present: Cllr Luscombe (Chair), Cllr Anson (from item PL19/51), Cllr Bosworth, Cllr Wearne and Cllr Wood

Minutes of the meeting held on 12 March 2019 were approved and duly signed by the Chairman.

PL19/50 : To received power point presentation ‘Meet the Planner’
The power point presentation containing details of the event held by Cornwall Council was presented to council. Cllr Wood advised that he had written to Officers David Edmundson, Sarah Furley and Mark Broomhead, offering feedback on the event but had not received a reply. It was noted that as part of his new remit Mark Broomhead would be take overall responsibility for local cases of enforcement.

Cllr Anson joined the meeting.

PL19/51: To hold general discussion regarding planning/NDP/enforcement
Discussions took place regarding planning, Neighbourhood development plan and enforcement. Cllr Luscombe reported on discussions with Mark Broomhead and it was suggested that a set of questions be sent to him before arranging a meeting to discuss matters of concern.

PL19/52: To consider applications received, to date, to fill vacancy for Councillor by co-option.

Common Land – Carn Marth, Cllr Bosworth reported that in discussions with Cornwall Council on behalf of Carn Marth Trust, he was advised that no representation from the open space society had been submitted with regard to the application for Common Land status. It was anticipated that a decision regarding this matter would not be reached until January 2020.

In line with protocol requested by Cornwall Council Enforcement was discussed as a confidential matter.
PL19/57: Any other planning matters at the discretion of the Chairman:
Water run off at Carn Marth – Cllr Bosworth updated Council on recent communications and meetings to consider the difficulties being caused by the diversion of water runoff at Carn Marth. Of major concern was the erosion of the surfaces of footpaths/bridleways. It was noted that this was entirely the responsibility of Cornwall Council and not included as part of the Local Maintenance Partnership Agreement. It was feared that if complaint was made about the potential danger to users the paths could be closed rather than repairs under taken.
A note of caution would be given to the appointed Contractor before the next cutting of vegetation was undertaken.
General discussion took place regarding the Parish Council Website and it was agreed that amendment was required. Ideas for changes would be compiled and considered further before discussions took place with the website designer.
