Minutes of a meeting held on Wednesday 14 September 2011 in Lanner Village Hall. 

Present:  Cllr. Wood, Cllr. Bray, Cllr. Allen (7.55), Cllr. Anson, Cllr. Deady

In attendance: Pat Willmore, Clerk

 

PL11/040: In the absence of Cllr. Martin, Cllr. Wood was elected chairman for this meeting.

 

Public participation. Mr Lionel Rossignol attended the meeting to offer to cut the verge around the ‘Welcome to Lanner’ stone at the lower end of the village. Although this verge belongs to Cornwall Council it has not been cut recently and so the parish council gratefully accepted Mr Rossignol’s offer.

PL11/042: Declarations of Personal & Prejudicial Interests relating to items on the agenda and the details thereof.

None

 

PL11/043: To accept minutes of the meeting held on 10 August 2011

It was resolved that these should be signed by the Chairman as being a true record.

 

PL11/044: Matters arising from the minutes
The Clerk has spoken to Natural Generation, suppliers and installers of photovoltaic and solar thermal panels to ask about their procedures on planning permission. She was advised that for any properties likely to be subject to any planning constraints whatsoever they would seek full planning permission.

 

PL11/045: To consider the following applications:

 

PA11/06776                                                  Land at Tayberry Drive, Lanner

Construction of 2 dwellings and associated works.

The Parish Council has no objection to this application.

 

PA11/06811                                                  Bolivar House, Pennance Road, Lanner

Application to erect 2 x Proven 11 wind turbines and 1 x 4kw solar pv ground mounted array.

The proposed location for the wind turbines is in or very close to a designated AGLV – Carn Marth. The turbines will have an adverse effect on the visual amenity of the area. The proposed site is also close to a footpath. For these reasons the parish council objects to the installation of the 2 wind turbines. It has no objection to the installation of the ground mounted pv array.

 

PA11/06543                                                  Gwidden Farm, Tresavean, Lanner

Construction of replacement dwelling.

The Parish Council has no objection to this application.

 

 

 

PL11/046: Draft National Planning Policy Framework consultation

Cllr. Wood has considered this consultation document which was not sent directly to the Parish Council. Parish Councils will not be in a strong position to play an active role in planning matters. Effectively, under the proposed changes, Cornwall Council would create a strategic framework. Whilst parishes could produce a neighbourhood plan it would be expensive and for most parishes unworkable. Cllr. Wood will respond to the consultation on behalf of the parish council.

 

PL11/047: Planning decisions

None received. The Clerk receives a weekly list of summarised planning decisions. She will make enquiries as to why no full decisions are being received. It is important that the parish council is aware of conditions placed on permissions.

 

PL11/048: Correspondence
Navigus                     invitation to subscribe to the Journal of Local Planning. Cllrs did not think this would be a worthwhile expenditure.

Cornwall Council     notice of the revision of the Local Validation List         

 

PL11/049: AOB

Coastline development at Tresavean -   CC has again declined to make available a redacted list of Homechoice register applicants considered as having a local connection to Lanner. The solicitor acting on behalf of the parish council has suggested a meeting between the parish council, Cllr. Kaczmarek and officers of CC. After discussion it was resolved that the parish council did not wish to have a meeting as it could not see how that could move matters forward. Cllr. Wood would provide the solicitor with a letter to be sent to Cornwall Council asking for specific information on their interpretation of the Homechoice register.

 

Cllr. Allen enquired as to why Lanner was not benefiting from the Hot Rocks project at St Day. Cllr. Wood agreed to obtain further information from Cllr. John Newcombe (St. Day).

 

Cllr. Bray advised members that somebody had been shooting at the Carn Marth interpretation board with an air rifle. The matter had been reported to the police.
