Public Participation:
During Public Participation held prior to the Planning Meeting held on Wednesday 10th August 2011, the following matter was discussed:
Following enforcement action being taken at Hope Cottage, Pennance Road regarding run off from a newly constructed driveway on the property, Keith Allen attended the meeting with photographic evidence of debris on the highway caused by surface water run-off from various driveways and tracks. The worst problem occurred where the Mineral Tramways trails meet the highway. No evidence of debris could be seen outside Hope Cottage. The Parish Council thanked Mr Allen for this information which would be further discussed in the following meeting.

It was resolved that these should be signed by the Chairman as being a true record.
PL11/033: Matters arising from the minutes
None
PL11/034: To consider the following applications:
PA11/005394 Rylands, Wheal Trefusis, South Downs
Demolition of domestic garage and erection of 2 dwellings.
The Parish Council has no objection to this application.
PA11/05708 United Downs Landfill Site, St Day
Revised restoration and aftercare scheme at the former United Mines landfill site involving the controlled restoration of the site at lower levels than previously approved, provision and operation of new pumping station to control pond overflow, ancillary operations and the temporary use of a small parcel of land for the storage of skips and parking of vehicles.
The Parish Council supports this revised application. The finished contour will provide a more natural reinstatement and will substantially reduce the quantity of lorry movements required.
PL11/035: Development Pennance Road
As noted in the previous minutes Hope Cottage, Pennance Road has been the subject of enforcement action due to the installation of a new driveway. This activity has intensified due to concerns being raised over rain water run-off washing down debris onto the highway from the new drive. The Parish Council viewed photographs taken by Keith Allen (see public participation notes) following recent heavy rainfall. These show no run-off problems at Hope Cottage but considerable debris on the highway at other sites notably points at which the Mineral Tramway trails join the road, a problem which has concerned the Parish Council for some time and was discussed at a site meeting with Gary Jago back in 2009 without resolution. Such enforcement issues would normally be considered a matter for planning with the Parish Council awaiting a retrospective application if appropriate before making comment. The Parish Council is however concerned at the level of activity being focused on this particular property and its owners.
PL11/036: Solar/photovoltaic panels – planning considerations
Information has been received from Cornwall Council that a building regulation application is required for solar panel installations on all buildings. Cornwall Council can provide a service for £42 + VAT for partner applications or £133 inc VAT for non partner applications. The Clerk will make further enquiries regarding planning applications.

PL11/038: Correspondence
Lanner Parish Council has indicated that it wishes to continue to receive hard copy applications for consultation.
Cllr. Martin will attend the next planning training in October.
PL11/039: AOB
Cllr. Thomas advised the meeting that the residents of Pentreath Terrace affected by the proposed new parking lay-by are seeking a site meeting with Cornwall Council to discuss continued concerns.
There being no other planning business the meeting closed at 8.15pm
