Lanner Cornwall

11 January 2011

Lanner Parish Council.

Planning Committee Thursday 6 January 2011

(Subject to approval)

Minutes of a meeting held Thursday 6 January 2011 in Lanner Village Hall.

Present:  Cllr. Martin (Chairman), Cllr. Wood, Cllr. Bray, Cllr. Allen, Cllr. Anson, Cllr. Deady, Cllr. Thomas

In attendance: Pat Willmore, Clerk

PL10/059:  Apologies: None

Cllr. Allen – PA10/08279 Phoenix Cottage application

PL10/061: Minutes of the meeting of 16 December 2010

It was resolved that these should be signed by the Chairman as being a true record.

PL10/062: Matters arising from the minutes of 16 December 2010

No matters arising.

PL10/063: Planning Applications

PA10/08279

Retention of conservatory on front elevation                                                Phoenix Cottage,

There is insufficient information in the planning application               Pennance Road, Lanner

For the Parish Council to be able to make a decision. The PC has

received representations from the neighbour which gives rise to

concerns about non-compliance with building regulations

regarding standard of construction and waste water provision.
The Parish Council would expect an application to the same

standard as a normal, timely application.

PA10/08112

Erection of 2 dwellings & associated parking                         Land adjoining Lanner Inn

                                                                                                            & Jasmin Cottage

The Parish Council objects to this application on the following grounds:

Over intensification of this site. This development would have an overbearing effect on the neighbouring properties. Case history indicates outline approval for one dwelling on this site following previous refusal for 2 2 storey dwellings.

The area is already subject to flooding from rain water run off. 2 new dwellings on this site are likely to exacerbate this problem.

The sewage system is barely adequate for the demands placed upon it by existing properties.

There is inadequate on site parking which will lead to additional pressure on limited public car parking.

The Parish Council is concerned about the limited access across the pub car park.

PA10/08127

Replacement of flat roof with pitched roof and replacement             Casa Mia, Bell Veor, Lanner

of entrance porch to building.

The Parish Council supports the application.

PL10/064: Planning Decisions

PA10/06577

Conditional approval granted

PA10/04169

Formation of access drive & associated works                                 Cresta, Chapel Hill, Lanner

PA10/04829

Continued use of dwelling without compliance with                           The Firs, Valley View,

Condition 6 (PA07/01064 obscure glazing)                                        Lanner

Conditional approval granted

These decision notices had all been received in 2011. 04169 was dated 28 December 2010 and included a condition with a 3 month deadline from date of permission – effectively out of date by the time the Parish Council received the notice. This condition has not been complied with.

Clerk to write to Head of Planning to request that decision notices are sent out in good time.

Following discussions with Sue Walters CC Planning the application for the Coastline development at Tresavean Farm will now be decided by the CC Planning Committee possibly at its March meeting. The officer’s recommendation is for approval. A meeting is to be arranged with the planning officer, Sue Walters CC. Cllr. Martin, Cllr. Wood and the Clerk to discuss concerns regarding this application and the housing need.
