Minutes of the meeting of the Parish Council held on Thursday 26 January 2012 in the Village Hall commencing 7.30pm.
Public participation 7.15pm – Attended by PC Church, Councillor Kaczmarek, Matt Silver (Superfast Broadband), Helen Bosworth, Graham Whipp, Mr Rossignol.
PC Church gave a report to the meeting – attached as an appendix to these minutes. He left the meeting at 7.20
Matt Silver from Superfast Broadband gave a short presentation. Following the installation of 2 new green boxes, Lanner is now enabled for superfast broadband. This can deliver speeds of up to 40 megabits per second. To take advantage of this service users should contact their broadband providers. Promotional deals are currently available. Superfast Broadband is also promoting digital inclusion and offering free computer training to interested groups. Posters are displayed on the parish noticeboards.
Councillor Kaczmarek gave a report to the meeting – attached as an appendix to these minutes. He left the meeting at 8.15.
HB had attended the presentation on affordable housing in Pennance Road given by Built4U in December. This was poorly attended. She is concerned about the impact of such a development in that location and wished to know the view of the Parish Council. Cllr. Wood explained that the PC had been in communication with Built4U and its predecessor, Marconi Homes but that it would be premature for the PC to comment until a planning application is made. The PC’s housing needs survey had indicated a need for 12 dwellings and already planning permission exists for 25 at Tresavean. Cllr. Kaczmarek commented that this application would be unlikely to be received favourably due to its location encroaching onto Carn Marth.
HB also expressed concern about the removal of the bollard on the mineral tramway off Higher Pennance Road. She believes that increased vehicle use is eroding the sides of the track and causing the drainage to collapse. Cllr. Wood explained that this was not a matter for the PC but concerned private property rights. A petition has been submitted from several affected landowners. Cornwall Council is in negotiation with the landowner who has removed the post to try to reach a compromise. Cllr. Kaczmarek is aware of the situation

It was resolved that the reports of the Community Police Officer and Cornwall Councillor should be reported under public participation.
PC12/005: Tree Warden’s Report
Cllr. Allen reported that some of the trees on Church Green have been damaged. Cllr. Thomas removed one branch but they need tidying up. Clerk to ask Malcolm Heather to carry out this work.
It was resolved that Cllr. Allen should ask Kehelland to prepare the hanging baskets for 2012.
PC12/006: Footpath Officer’s report
* Cllr. Kaczmarek has offered to fund some additional seating on the Tresavean Trail, the need for which has been identified in the parish plan. Cllr. Bray has identified 2 locations; one to the north of the junction with Chapel Hill and the other at the Tresavean mine end – both of which would have panoramic views. It was resolved to request funding to install 2 benches made of recycled plastic for ease of maintenance. This would also give 3 roughly equidistant seats including the granite bench. The Clerk will obtain the necessary application form from Susan Crowe at CC. Cllr. Thomas reported that the path verge has eroded slightly by the granite bench and could cause people to stumble when getting up from the bench. Cllr. Wood will discuss this with Gavin Henderson to see if it can be moved back a bit.
* Cllr. Wood attended a meeting about the mining villages’ trails project on 25 January. Excellent progress has been made by all the parishes. Lanner has identified and written up 3 routes, Stithians 2 out of 3, Gwennap 3 out of 3, Portreath 3 out of 3, whilst St. Day and Carharrack are making good progress with their routes. Cllr. Wood has to devise a route from Stithians to Portreath, an Historic Churchyards route and one other route to be determined. The website is currently being built and World Heritage personnel have offered assistance and links to other websites. Images will be created later in better weather. WCLAG (the funding body) will be asked to grant an extension of one month for the completion of the project.
* Cllr. Wood will attend a sub-committee meeting to discuss the revision of the Mineral Tramways Maintenance and Management Plan next week. This revision is already 12 months overdue. The sub-committee has not met for over 12 months, the main committee having only met once in 16 months.
PC12/007: Tresavean/Coastline Development
Richard Scrase of Follett Stock acting for LPC has given Cornwall Council and Coastline notice of the Parish Council’s funding arrangements – conditional fee arrangements with Follett Stock and Counsel and after the event insurance.
The claim will be issued w/c 30 January 2012.
Cornwall Council has indicated that on filing its reply to claim it will also file an application to have the claim expedited. LPC will not unreasonably withhold its consent to this application.
Coastline’s funding for the Tresavean scheme has been secured under the old scheme which will be withdrawn unless work is physically commenced by April 2012.
According to the draft Core Strategy CC seems likely to use exceptions sites policy to meet its target of 48,000 homes.
It seems that Homechoice register applicants are considered either active or inactive. Those on the register expressing an interest in Stithians parish have an active/inactive ratio of 50/50. Lanner applicants apparently are 100% active. LPC has not been able to obtain a satisfactory explanation for this discrepancy or statistics for other local parishes.
PC12/008: Toilets, Playing Field and Other Community Spaces
* To consider merits of changing name of Playing Field Committee. A formal committee of the Parish Council would require all members, whether parish councillors or community members, to sign a register of interests under the provisions of the new Localism Bill currently being enacted. It is felt that this might deter members of the community from becoming involved. It was resolved that the group be known as the Amenities and Parks Advisory Forum. This forum may consist of PC members and members of the community. It will have no delegated powers, all decisions being taken by the PC in the normal way.
* Playing Field Inspections The Clerk distributed a schedule of weekly inspections for the year ending 31 December 2012. The Clerk will contact Bill and Robert Lees to look at repairing the self-closing gates. Cllr. Allen has some bark which can be used under the swings. Mark James is still exploring the possibility of CC carrying out the annual inspection. Failing that, arrangements will need to be made in the near future with an approved inspector.
* Toilet Roll Dispensers Cllr. Anson will advise the Clerk of suitable dispensers.
* Strawberry Fields A meeting took place between Scott Sharples, Mark James, Cllr. Wood, Cllr. Thomas and the Clerk regarding the proposed acquisition of the site by the PC. Scott Sharples will look into whether there are any covenants or potential development implications. The location of the attenuation tank and related easements will need careful consideration. Jon Mitchell will be asked to put together a proposal for putting the area into good order for handing over. Malcolm Heather is still to provide an estimate for regular cutting. He is concerned about the topography of the site. Clerk to chase up Scott Sharples.
PC12/009: Highways
* Murtons Terrace The pavement has now been shaped and lowered. It is likely to be some time before double yellow lines can be installed, if at all.
* Tram Cross Lane A request has been made by residents of the unnamed road opposite Carn Marth Lane to officially name the road Tram Cross Lane. It was resolved to support this application. The application was duly signed by the clerk for forwarding to Cllr. Kaczmarek.
* Seat in Pennance Lane A resident has complained that the seat is in very poor condition. The Clerk will inspect it and take photographs with a view to deciding whether to repair or replace it.
* Bus shelter Trevarth With the uncertainty over the bus subsidies from April 1 no further action has been taken. The Clerk is still waiting from information from First as to whether usage statistics are available for individual bus stops.
PC12/010: Lanner Cemetery
* Lawn Cemetery Malcolm Heather has cut back some of the bracken in the unused part of the lawn cemetery. Cllr. Allen reported that Communities for Change is running a garden project. A community garden allotment might be a suitable temporary use for part of the site subject to legal restrictions regarding allotments and any restrictions in the deeds. There is some funding still available at Kehelland which could be used for fencing. Clerk to research the matter. Any planned use of this area should take parking into account.
PC12/011: Christmas Lights – report on Christmas 2011
Unfortunately the weather was so bad on December 12 that no switch on ceremony was practical. The schoolchildren made stars to decorate the tree. Cllr. Thomas has taken photographs of the tree which he will take to the school together with a letter of thanks and the sweets which Father Christmas would have distributed to the children at the switch on event. Members gave a vote of thanks to all those who gave time to create such an attractive, festive display for the village.
Cllr. Anson confirmed that Redruth Chamber of Commerce will sell Christmas lights, currently on loan, to the Parish Council for a fee of £1. Cllr. Thomas is looking for some suitable storage.
PC12/012: Diamond Jubilee
A letter has been received from Colonel Edward Bolitho OBE, Lord Lieutenant of Cornwall, requesting support for the lighting of beacons and the Big Lunch event to be held on 3 June.
Lanner & District Silver Band will be holding a meeting in the bandroom on 8 February at 7.30 to discuss the organisation of a community event.
PC12/013: Consultations
Discussion on the Core Strategy and the new community fire station will be deferred until the next planning meeting.
There were no volunteers to join the Cornish Mining World Heritage Site consultative forum.
PC12/014: Parish Office
The village hall trustees have now responded to the questions and observations on the proposed license agreement. The telephone bills have been received showing a total of £1686.23 to date. Even allowing for a 50% contribution for broadband this amount is excessive in the light of possible tariffs available. The Clerk is looking into taking over the line on a more advantageous tariff or possibly having a mobile and no landline although reception is poor in the village hall. Clerk to discuss this with Elaine Youlton.

Confirmation has been received from Cornwall Council that Parish and Town Council precepts will not be capped for the 2012/13 financial year.
The budget performance report for Dec 2011 shows an overspend of £2171 against budget. However this includes legal fees which were not included in the budget.
The Parish Council resolved to transfer £5,000 from the instant access account to the community account.

Firstly we hope you all had a good Christmas and Happy New Year!
We urge parishioners to remain vigilant with securing property. There have been a number of burglaries of late, which include both day time and evening timescales in the Redruth and Camborne area. Please ensure doors are locked and any outbuildings are secured appropriately.
We have not received any anti social behaviour calls over the past two months which is pleasing to see. If any residents witness any anti social acts we urge them to report it to the police on the numbers below.

Appendix 2 -- Cllr. Kaczmarek' report
LANNER PARISH COUNCIL MEETING HELD ON 26 JANUARY 2012
REPORT FROM CORNWALL COUNCILLOR MARK KACZMAREK
• Councillor Kaczmarek attended the Built4U presentation on 12 December. He considered it unlikely that the area would receive support as a development site due to its encroachment onto Carn Marth.
• Plans are being considered to replace existing fire cover provision by building new ‘super’ fire stations at Tolvaddon and Hayle. Councillor Kaczmarek has concerns about the claims of improved response times and feels that the Avers site will be a better alternative to Tolvaddon.
• Councillor Kaczmarek has organised the clearance of a blocked culvert and repair of a pothole which were causing flooding problems at North Carn Marth.
• Fly-tipping continues to be a particular problem between the top of Lanner Hill and Penstruthal. CC has been asked to check recent dumped waste to try to find the culprit with a view to prosecution.
• Green waste is currently bagged and collected on designated days. This is not particularly cost effective as the collectors have to drive around looking for deposited bags. A proposal for householders to buy wheelie bins and then request them to be emptied is being considered. This will provide a more focused and cost-effective service..
• The kerb at Murtons Terrace has been cut back and lowered in an effort to discourage obstructive parking. This does not appear to be successful. The process for consulting on the installation of yellow lines at both Murtons Terrace and Henscol is now under way.
• Councillor Kaczmarek is supporting residents’ of the unnamed road opposite Carn Marth Lane in their request to have their road named ‘Tram Cross Lane’. He hoped the Parish Council would also be supportive and left the necessary paperwork to be completed.
• The tree which fell and blocked Pennance Lane during the recent gales has been partly removed. However the area is still security fenced as the remaining stump is in danger of causing the wall, on which it is resting, to collapse. The householder is in negotiations with Cormac regarding the removal of the tree.
• Cornwall Council has received a New Homes Bonus from central government of £1.9million. That is the fourth highest bonus payment in the country. Part of this has gone towards bringing homes back into use. Currently there are 4000 empty homes in the county and funding should be used to return these to use.
• Councillor Kaczmarek has offered to consider funding additional seating on the Tresavean Trail, the need for which was identified in the Parish Plan survey. The Clerk will obtain an application form from Susan Crowe.
