Minutes of the Annual Meeting of the Parish Council held on Thursday 26 May 2011 in the Village Hall commencing 7.30pm.

PC11/085: To accept minutes of the meeting held on 28 April 2011
It was resolved that the Chairman sign the minutes as being a true record.
PC11/086: Matters arising from the minutes of the meeting held on 28 April 2011
Re-siting of the Sandy Lane bus shelter - Clerk to clarify the bus schedules and pursue planning.
PC11/087: Report of the Community Liaison Officer
For the period 29 April 2011 to 24 May 2011 there were 21 logged calls compared with 31 for the same period last year: fallen tree/pole (2), neighbourhood dispute (1), loose animal (1), vehicle on footpath (1), possible drunk in charge (2), anti-social behaviour (2), domestic (3), miscellaneous (1), assault (1), fight (1), fraud/deception (2), concern for welfare (1), hit and run (1), theft by employee (1), nuisance phone call (1).
For the period 19 April 2011 to 24 May 2011 there were 3 recorded crimes compared with 10 for the same period last year: false representation – not cheque or card fraud (1), criminal damage to building (1), assault (1).
With the addition of PCSO Jenny Northcote there are now 3 PCSOs. PC Church is still the Neighbourhood Beat Manager although he is now working a regulated shift pattern and may be called to other areas as a response officer.
Due to a change in reporting protocols there will a reduction in incident logs from June.
Redruth police station is now closed to the public.
Calls to the police which are non urgent will now be assessed and signposted to the appropriate agency/authority if they are not police matters
The police would like feedback regarding these new working arrangements.
PC Church is looking into the problems of speeding traffic on the A393 at/near Treviskey.
Due to PC Church’s working pattern now being fixed it is more likely that a PCSO will attend future Parish Council meetings.
PACT boxes have been placed in the local shops.
PC11/088: Report from Councillor Kaczmarek, Cornwall Councillor
No report.
PC11/089: Tree Warden’s report
Cllr. Allen reported that the hanging baskets are ready to go up. She will contact J Allen to arrange for a cherry picker. She will check the hawthorn trees in Lanner Square at the same time.
This year’s garden competition will take place in July with the prize-giving held at the Annual Parish Assembly. A bag of bulbs will be given to each entrant. Prizes for the best garden will be donated by Cllr. Thomas, best vegetable garden/allotment by Cllr. Wood and best hanging baskets/tubs by Tremethick House.
Posters advertising competition to go on Notice Boards, and Middle Carvannel Farm allotments will be invited to enter.
The Clerk will write to the school to ask if they would like the Parish Council to donate bulbs, pots and compost for the children to plant up.
PC11/090: Footpath Officer’s report
Cllr. Bray reported that the water pipe is still hanging in the trees across Rough Street bridge, the gate at the end of the Tresavean Trail is in a poor state and a tree is still across the footpath on Mr Andrew’s land. The Clerk will pursue these matters with the appropriate people.
The Clerk will provide Cllr. Wood with details of payments made to the contractor under the LMP scheme.
PC11/091: Tresavean/Coastline Development
The decision notice has still not been issued as the s106 agreement is yet to be drawn up. A very reduced copy of the Home Choice list has been provided by Jody Jeffery. This includes banding but with no supporting information regarding the criteria. Despite a request for more information by the solicitor in time for this meeting nothing has been received.
It would appear that Cornwall Council is not abiding by its own standards regarding an acknowledgement/ response within 3 days on this and other issues.
Cllr. Allen will attend the CNP meeting on 2 June where Cllr. Clayton (CC) is scheduled to discuss the importance of parish surveys/local input in affordable housing land provision.
PC11/092: Parish Plan
The draft has been circulated to appropriate community groups and is available on the website. No comments have been fed back to date. It is proposed that a presentation of the findings will be made available to the public at the Annual Parish Assembly for approval. A summary of findings will be distributed later to all households/businesses as part of a newsletter.
PC11/093: Toilets and Playing Field
Cllr. Thomas and the Clerk met Malcolm Heather at the playing field to look at various boundary issues.
The wall at the back of the field has collapsed at one point due to a sycamore tree growing in it. To effect a permanent solution the tree needs to be removed. Malcolm Heather has quoted £780 to remove the tree and make good the wall. As this matter was considered urgent it was resolved that this quote be accepted - the work to be carried out before the 2011 school summer holidays.
To remove the block wall and granite wall in front of the toilets and replace with a chain link fence Malcolm Heather had quoted £1640. This included taking the granite off site for storage. It was resolved to make further enquiries regarding this work including the possibility of selling the stone.
The deeds show that the Parish Council is responsible for all the boundaries.
The window in the disabled toilet has been vandalised. Rather than keep paying for expensive repairs the Council will consider blocking the windows up permanently. The guttering will be removed as it serves no practical purpose. The disabled toilet had been deliberately blocked with toilet paper. Dyno-Rod were called to clear it at a cost of £96.
An overhanging branch on one of the large macrocarpa trees needs attention. Cllr. Thomas will provide the Clerk with details of a tree surgeon in the village. The tree stumps left when some of the large trees were removed are rotting away and will need to be removed in the near future.
Following the annual playground inspection there are a few small matters on the play equipment which need attention. This work will be carried out in the near future.
PC11/094: Highways
Proposed lay-by at Murtons Terrace – An email had been received from Andy Bartle responding to the concerns of the Parish Council regarding this scheme. A site meeting with Cllr. Kaczmarek has been arranged for 8.30 on Friday 27 May. Cllr. Allen to attend.
Rough Street Bridge – The pressure washing on the underside of the bridge has washed out a lot of the pointing. Concerns were raised about potential weather damage to the bridge. The Clerk will contact Andy Bartle about this.
The road under the bridge has been given a coating of bituminous material but Cornwall Council considered it unsuitable for top dressing because of the damp and shaded environment.
Road resurfacing - The potholes in Chapel Hill have been patched.
PC11/095: Lawn Cemetery
There have been no interments in May.
The Clerk will draw Malcolm Heather’s attention to the cutting schedule (sensitive areas) for the churchyard.
PC11/096: Financial Matters and Accounts for Payment
Given the increase in premium for the Parish Council’s insurance an alternative quote had been obtained from Zurich. The cover is like for like but with public liability cover increased from £5 million to £10 million. By entering into a 3 year agreement a saving of approximately 18% could be made. It was resolved to change the council’s insurer from AON to Zurich.

Resolved these accounts be paid.
2010/11 Annual Accounts – with some alterations to the asset register regarding the leases held by the Parish Council it was resolved that these accounts be approved.
The Internal Auditor had carried out an audit and raised no issues. The annual return – accounting statement and annual governance statement - was duly signed by the Chairman and Clerk.
PC11/097: Correspondence
Mrs Williams Letter regarding funding for the Lanner Festival.
A s137 grant of £300 was made to the Mining Villages Festival in November 2010. Due to lack of support this Festival will not take place. However Mrs Williams is proposing to hold a
Lanner Festival w/c 13 August. After discussion it was resolved that
the grant would not be recalled. The Parish Council’s preference would be for the festival to form part of Carnival week. However, if this is not acceptable to the organisers then the event should endeavour to attract people from outside the village. Mrs Williams to be asked for details of the Lanner Festival committee.
