Minutes of the meeting of the Parish Council held on Thursday 28 April 2011 in the Village Hall commencing 7.30pm.

It was resolved that the Chairman sign the minutes as being a true record. It was noted that Cllr. Kaczmarek had written to say that his reported comments on the line of communication with Cornwall Council staff had been misinterpreted. Council is grateful for his clarification and confirmation that Council should continue to contact staff whenever necessary, but that he is on hand to facilitate site meetings if called upon.
PC11/065: Matters arising from the minutes of the meeting held on 31 March 2011
The new notice board at South Downs is now in use. However, the Clerk will look into the feasibility of realigning it for ease of access.
The Parish Council response to the Core Strategy consultation has been submitted. The CPIR response favoured low level development broadly following employment.
At the recent CNP meeting a discussion took place with the Cornwall Council Procurement Manager. Cornwall Council’s approach to food procurement did not seem to differ from its procurement policies for other commodities. Some other EU countries, notably Italy, Scotland and Wales, take a much more positive approach to local food procurement for schools and other public services. Cllr. Wood is constructing a response to the Cornwall Council document ‘An Approach to Small & Local Businesses’.
The Historic Churchyards Group has secured funding through the relevant Parish Councils and the Mining Villages Regeneration Group to upgrade its website. The Group’s other activities will then be mothballed until new volunteers come forward.
PC11/066: Report of the Community Liaison Officer
For the period 17 March 2011 to 28 April 2011 there were 38 logged calls compared with 33 for the same period last year: harassment (2), loose/lost animals (3), domestic (5), RTC (3), obstruction (1), drunk in charge (1), theft (1), abandoned 999 (1), assault (1), nuisance motorcycle (4), neighbourhood dispute (1), missing person (1), threats received (1), stolen vehicle (1), antisocial behaviour (2), concern for welfare (1), suspicious activity (2), abandoned vehicle (1).
For the period 17 March 2011 to 28 April 2011 there were 14 recorded crimes compared with 16 for the same period last year: burglary (1), assault (3), criminal damage to vehicle (2), theft non specific (3), unauthorised taking of motor vehicle (1), non crime domestic (2), theft/steal from person (1), theft from vehicle (1).
Lanner now has an additional PCSO, Jenny Northcote, who has joined the team after working as the gypsy and traveller PCSO for the past 18 months and before that in Redruth North for 6 years.
As approximately 90% of enquiries to the police are made by telephone several station enquiry offices are closing including Redruth. However, neighbourhood officers will continue to work from the station and the policing of Lanner will be unaffected with patrol officers on duty round the clock. Camborne and Truro enquiry offices will open 10am to 7pm Monday to Friday and 10am to 2pm on Saturdays.
Several PACT boxes have been distributed and are in the service station, post office and shop in Lanner. Residents are invited to make comments on the cards provided on all community matters – not just police related. These will be collected fortnightly and forwarded to the appropriate authority.
With the forthcoming redeployment of police personnel it seems likely that Stuart Church will remain as Beat Manager for Lanner.

PC11/069: Parish Plan
The local GP practice has agreed to produce a draft submission on local health service provision for incorporation into the Parish Plan. Cllr. Thomas will chase this up.
Following a meeting of members of the Parish Plan steering group on 27 April a draft plan has been circulated to relevant community groups for consultation. Four weeks will be allowed for a response.
PC11/070: Tresavean/Coastline Development
A telephone conference with counsel took place on 20 April following which it was agreed that Follett Stock should write to Cornwall Council to request further information. The formal grant of permission and s106 agreement is still unavailable. Once all this information is available the Parish Council will consider its next step in this matter.

The Clerk is still awaiting information from the Village Hall Trustees.

PC11/073: Playing Field
Cllr. Thomas will meet Malcolm Heather on 3 May to discuss a quote for the removal of the walls which obscure the entrances to the public toilets. This is being considered to reduce vandalism to the toilet block. Cllr. Thomas will speak to neighbouring residents once plans are finalised.
Playsafety has submitted its report on the play equipment. Some repairs are required. Cllr. Thomas will study the report and a work schedule will then be produced.
PC11/074: Footpath Officer’s Report
No problems have been reported.
It was resolved to accept Cornwall Council’s grant offer of £1875 towards the cost of cutting the footpaths in 2011/12.
It was resolved to ask Mr Strick to cut the Valley View to Lanner Hill path as before.
PC11/075: Tree Warden’s Report
Nothing to report.
PC11/076: Lawn Cemetery
There have been no interments in April.
PC11/077: Highways
Proposed lay-by at Murtons Terrace – No response to the questions raised has been received from Andy Bartle. Clerk to contact him again.
Rough Street Bridge – The white paint has been removed from the underside and abutments of the bridge. The cleaning process has effectively lightened the walls somewhat. The Parish Council welcomes the resurfacing of Rough Street but would like to know why the road under the bridge has not been resurfaced.
Road resurfacing - The Parish Council is pleased to note that many of the roads in the Parish have been resurfaced to eradicate the potholes. Chapel Hill above the tramway is still in an extremely poor state. The Clerk will ascertain if it is on the schedule for resurfacing.
Treviskey speed limit – The Parish Council wholeheartedly supports the efforts of Cllr. Kaczmarek to get the speed limit reduced on this stretch of the A393. However, it appears that a speed reduction here would be resisted by the Transportation Client Team as it does not conform to national guidance and could expose Cornwall Council to the risk of being challenged by motorists fined for breaking the speed limit. The Parish Council expressed surprise at this as it this is not consistent with other road speed limits in the area. Clerk to investigate this further.
Sandy Lane bus shelter - Now that this is virtually redundant due to the cut back of the 540 bus service to one every two hours the Clerk will investigate the cost/planning implications of moving the shelter to another site eg Trevarth or outside the Band Room.
